No forced marriages: Minister

TENTERFIELD Shire had the threat of amalgamation lifted a week after the threat was used as part of the campaign for higher rates.
NSW Minister for Local Government Don Page told an Armidale meeting of mayors and general managers there will be no forced amalgamations.
However, he ordered the shires to do more work collaboratively.
On November 27 Tenterfield Shire passed a resolution to apply for a Special Rates Variation which could lead to rates increases of more than 80 per cent in the next decade.
Councillors voted five to five and the deadlock was broken by Mayor Peter Petty’s casting vote.
The Minister, Mr Page, said the NSW government believed local governments were significant players within the state and it was vital they maintained their independence and allow the decentralisation of decision-making.
“To do this successfully we need to make our councils financially sustainable, so it is vital they work together to improve their efficiency,” Mr Page said.
“This can be done by sharing services, expertise, and resources.
“It’s no longer a matter of choice, councils must work more collaboratively to achieve these efficiencies,” he said.
Member for Northern Tablelands Adam Marshall said Mr Page stressed that strong local governments are vital to the health of our local communities.
“As promised there will be no forced amalgamations which allows local decisions to remain at a local level, however, councils have to look more regionally in the delivery of services, procurement and infrastructure,” Mr Marshall said.
Tenterfield council must advise the Independent Pricing and Regulatory Tribunal (IPART) of its intention to apply for a Special Rates Variation by Friday, 13 December with further details to be submitted by 24 February 2014. IPART’s decision is expected by mid-June 2014.
